Only Virgin Islanders should be allowed to vote on referendums?

ROAD TOWN, Tortola, VI- If at some point the Virgin Islands decides to have a referendum or plebiscite on whether or not the Territory should become an independent country, who should be allowed to vote? Virgin Islanders or citizens?
